On the stationery of "General De Gaulle," written in fresh fountain pen ink. Written in French in response to a Cuban Official at the time of the proposed entry of Great Britain into the Common Market. It is Mint signed at the bottom by DeGaulle with his initials. Heavy paper card measures 4.5x3.5" and itself is EX+. With the original envelope made out to a high-ranking member of the Cuban Government.
